Project Overview

The Ministry of Irrigation and Water Resources Management of Sri Lanka remains committed to manage of the Irrigation Sector and the Water Resources of the country, maintaining the equilibrium between the trends in rapid economic development and sustainable use of water resource base. It gains from the support of the implementation agencies under the Ministry, which are manned by competent technical personnel experienced and trained in their respective disciplines

Climate Resilience Improvement Project (CRIP) is one of the main projects under the Ministry of Irrigation and Water Resource Management. CRIP is a comprehensive programme developed to reduce the adverse impact of climate change and to adopt the stock of infrastructure to extreme climate shocks. The project is executed by Ministry of Irrigation with the financial assistance of International Development Agency (lOA) - World Bank and implemented by Implementing Agencies (lAs) namely Department of Irrigation (10), Mahaweli Authority of Sri Lanka (MASL), Road Development Authority (RDA) and National Building Research Organization (NBRO) with coordinating, facilitating and monitoring functions played by Project Management Unit (PMU) established under the Ministry of Irrigation

The Project Development Objective (PDO) is to reduce the vulnerability of exposed people and assets to climate risk (hydro meteorological risks: flood, drought and landslide) and to improve Government's capacity to respond effectively to disasters

The proposed software system will be developed in order to cater the needs of the CRIP project which will help various stakeholders such as CRIP, Irrigation Department, Mahaweli Authority, and National Building Research Institute and Road Development Authority

Objectives of the Project

Objectives of this consultancy is to develop web based MIS envisage to increase the efficiency and effectiveness of the current operating environment in the PMU and PlUs through effective utilization of ICT for management of procurement process, financial, training, assets accumulation, and Monitoring and Evaluation of overall project implementation in terms of Project Results Framework

Scope of the Project

We are required to analyze and define User Requirement Specifications through user interviews, document analysis, consultative meetings; analyzing project implementation process, WB and government accounting procedures, task and workflow analysis, procurement process analysis and contract management mechanism. The identified requirements should be systematically verified with the CRIP through appropriate techniques such as prototyping. After verification, we should prepare a report on the proposed requirements specifications of the MIS including database structure and information flow and agreed with PMU prior to starting of the development of MIS software. We are required to determine detailed user requirements for the MIS based on operational and management aspects of the CRIP in terms of

  • MIS stakeholders
  • Detailed project management and tracking indicators
  • Various types of information to be catalogue and stored in the MIS relating to the status and effectiveness of various project activities
  • Various types of reporting content, formats and frequency, and Information flow requirements (into, within and out of the MIS)

Understanding of the Project

Through this contract, PMU intends to achieve operational efficiencies of the CRIP implementation through Project Implementing Units (PIUs) of lAs with the installation and operation of a web based Management Information System (MIS). In this regard we have to Study, Design, Development, Implementation & Support of MIS Software and Monitor and supervise the Supply, Installation, Testing and Commissioning of ICT Infrastructure for MIS Software for the following Project Implementation Units

  • Project Management Unit of CRIP
  • PIU-OPO Office, Department of Irrigation
  • PIU-OPO Office, Mahaveli Authority of Sri Lanka
  • PIU-OPO Office, Road Development Authority
  • PIU-OPO Officer, National Building Research Organization
  • PIU- Component 1
  • RDI/RPM offices at District Level

Product Approach

The primary focus of the project will be envisage to increase the efficiency and effectiveness of the current operating environment in the PMU and PlUs through effective utilization of ICT for management of procurement process, financial, training, assets accumulation, and Monitoring and Evaluation of overall project implementation in terms of Project Results Framework using this web based MIS

CRIP Should appoints an independent committee consist of relevant stakeholders to assist to verify and validate the requirements and also will provide guidelines to follow when performing requirement verification activities. The findings from these sessions will be used to develop a URS and the SRS. The phase wise development followed by quality assurance will be carried out on the completed requirement document

Science Land IT (Pvt) Ltd has completed the project within 17 weeks and used aid Agile Software Development methodology to successful phase wise project development. The software development methodology for this product is based on an architecture driven approach

The software development methodology for this product is based on an architecture driven approach.

This MIS solution will be designed based on MVC architecture. Web applications and Mobile applications will form the consumer layer of this MIS Solution. The technology stack will be decided at design time. The business service layer will consist of Web services (SOAP and REST) which are providing key business services used for the processes

The support services which form the data access layer will abstract the interaction with the back-end systems and will provide the required functionality for the business services. A security Framework, Communication Framework and an Audit Framework will be implemented across the solution

Database – The database will be configured as active passive clustering environment with the aim of supporting high availability, scalability and performance. As it is required to support manipulation of geo coordinates will support GIS features. We have SQL server developed the database using SQL Server 2012

Reporting – Report generation based on pre-defined templates in formats such as PDF, HTML, and Microsoft Excel is required. Further it should provide capabilities such as filtering criteria and parameterized report generation

Document Management System –Apart from the standard document management functions, other features such as OCR Support, Digital Signature, Barcode recognition, PDF creation needs to be supported

Web Analytics – For the management in order to monitor, and to make operational and strategic decisions, MIS reports will be used. Further the analytics could be viewed from customized dashboards

Email Server – The email server should be provided by the client for the email notifications
